Solicitation # BPM059336
The Town of Port Deposit, in coordination with WILMAPCO, is seeking a multidisciplinary planning and engineering consultant to implement an integrated safety and mobility project for the Susquehanna River Road corridor. The scope of work focuses on establishing a context-sensitive safety strategy using the Safe System Approach, determining safe multi-modal access to the planned Hopkins Quarry Park, and evaluating the feasibility and preliminary design of a shared-use path between Granite Avenue and Octoraro Park. The project aims to produce an actionable 30 percent design and basis-of-design package by June 30, 2027, with the potential for future progression to final Plans, Specifications, and Estimates. The Regional Transportation District (RTD) is seeking to award multiple Design Support Consultant contracts to firms that will provide a broad array of design services on an as-needed basis, primarily focused on renovating, modernizing, and repairing existing transportation assets, with some work related to new asset development. These contracts aim to establish a strategic partnership where selected consultants assist RTD staff across various project types including parking structure repairs, light rail system upgrades, commuter rail improvements, bridge maintenance, and other infrastructure projects such as elevators, security upgrades, and roofing repairs. RTD envisions these consultants to have expertise across eight key areas: civil, structural, geotechnical, systems, and mechanical/electrical engineering; architecture and urban/landscape design; surveying; and emergency response and repair design, encompassing both design and construction oversight. The solicitation encourages firms with strong public sector experience to form teams demonstrating competence in these specialty areas. Once contracted, consultants will respond to detailed work order requests through a Request for Quote process, enabling RTD to flexibly assign work based on project needs. The contracts will support a diverse portfolio of projects aimed at maintaining and enhancing RTD’s transportation infrastructure across Colorado, particularly in Denver. There is also a goal for 15% Small Business Enterprise participation. The contract opportunity is managed by RTD’s Capital Programs-Engineering office, with a submission deadline in early March 2026, and points of contact provided for further inquiries.
