This contract solicits proposals from small businesses for the supply of a Hydraulic Detachable Gooseneck Trailer designed for the U.S. Bureau of Reclamation in Montrose, Colorado. The trailer must have a payload capacity of 120,000 lbs. concentrated over any 16-foot section at highway speeds and be constructed of high-strength steel with specific frame dimensions and materials. It features a double drop deck design with hardwood decking, reinforced steel components, multiple recessed D-rings for securement, and removable outriggers with heavy-duty planks. The gooseneck is hydraulically self-lifting and detachable, requiring a scraper-type design with an air-activated locking mechanism and the ability to reconnect below ground level. Suspension includes tri-axle air ride with specific brake types, tire and wheel specifications, and a manual and automatic ride height adjustment system. The lighting system must comply with ICC/DOT standards and incorporate LED lights, strobe lights, and customer-provided warning light connections. The trailer's maximum dimensions and clearances are strictly defined, and it must be finished using a detailed preparation and painting process that includes urethane primer and polyurethane paint. Additional requirements include options such as four extra D-rings, front loading ramps, removable wheel covers, and frame reinforcement to accommodate a single-axle mechanical evener beam booster with matching components and suspension features. The contract references standard federal acquisition terms and certifications, including compliance with trade agreements, Buy American Act, and other statutory requirements. Offers must be submitted by a specified deadline via email or fax, and questions are to be directed to a named contracting officer. This procurement is a total small business set-aside governed by Federal Acquisition Regulation clauses and related Bureau of Reclamation provisions.
