Solicitation # SPE7M1-26-T-243C
This solicitation seeks the procurement of seven electronic components assemblies for defense applications, specifically for use in systems supporting defense against or recovery from chemical, biological, radiological, or nuclear threats. The items are defined in part by Army drawings that include Chemical Agent Resistant Coating (CARC) specifications, requiring the use of DCSC Drawing 16236 CS-2300-0001 in lieu of any conflicting finish requirements, ensuring compliance with high-temperature and CBRN-resistant coating standards. All components must conform strictly to source-controlled drawings, and offerors must supply only those parts sourced from approved suppliers listed on those drawings. The delivery is scheduled 484 days after award, with FOB Origin terms, and delivery must be made to the DDSP New Cumberland Facility in Pennsylvania. All packaging and marking must comply with MIL-STD-2073-1E and Special Packaging Instruction P17-3-2325-1 Revision A, using packaging code “U,” level “-B—,” and unit quantity of one, with prototype packaging required for validation. Marking shall adhere to MIL-STD-129, including serial number traceability on all containers, omission of nomenclature on shipping containers for security, and special “SHORT BOX” labeling for underfilled units placed at the top front of pallets. Hazardous materials must be labeled per OSHA’s Hazard Communication Standard, and radioactive items exceeding specified activity thresholds must be marked per MIL-STD-129. The item has export-controlled technical data subject to ITAR or EAR, restricting any disclosure to unauthorized foreign persons, and DLA contractors must hold JCP certification and complete mandatory training to access such data. Quality conformance inspections and acceptance must occur at origin, with full compliance to the DLA Master List of Technical and Quality Requirements. Ozone-depleting chemicals are strictly prohibited, and all deviations or engineering changes must be approved in advance by CCDC-CBC. The contract incorporates numerous FAR and DFARS clauses, including cybersecurity safeguarding (252.204-7012), prohibiting hexavalent chromium and hazardous material misuse, mandatory electronic invoicing via WAWF, and strict compliance with combating trafficking in persons and employment eligibility verification, all modified under Deviation 2026-00038.
