J--DEVA- EQUIPMENT TIRE REPLACEMENTS

This contract requires the replacement and installation of heavy equipment tires and rubber tracks at Death Valley National Park under a Firm Fixed Price, Lump Sum structure for a period of 120 calendar days from award, running from June 22, 2026, to October 20, 2026. The scope includes on-site services for a fleet of heavy machinery such as Cat and John Deere wheel loaders, motor graders, backhoes, a mini excavator, and associated trailers, with all work performed by certified OTR tire technicians using DOT-compliant boom trucks and proper lifting equipment. The contractor must furnish all labor, consumables, rigging, and service vehicles, and is required to conduct thorough pre-service inspections, rim inspections including bead seat cleaning and corrosion removal, and undercarriage inspections for tracks. Disposal and recycling documentation must be provided, and all work must meet or exceed OEM specifications for load, ply, speed ratings, and inflation pressure, while complying with OSHA 29 CFR 1926 and 1910.177, ANSI/ASME B30.5, ASTM F1921, and other industry standards. Any non-conforming tire or track must be replaced at no additional cost to the government. The solicitation is a total small business set-aside under NAICS code 811111 with a $9 million size standard, open to HUBZone, Service-Disabled Veteran-Owned, and Veteran-Owned Small Businesses, and requires full compliance with FAR clauses including Service Contract Labor Standards, Fair Labor Standards Act price adjustments, Paid Sick Leave, Combating Trafficking in Persons, Employment Eligibility Verification, and Sustainable Products and Services. Deviations to several clauses are effective as of March 2026, including those related to labor standards, security prohibitions, and DEI discrimination. Offerors must be registered in SAM, submit quotes electronically to Michelle Harrison by June 11, 2026, complete the checklist and acknowledgments, and provide product specifications demonstrating compliance with the Statement of Work. Evaluation is based on price reasonableness of CLINs 1–3, prior experience with three comparable projects, product features, and past performance, with award going to the most advantageous offer. Invoicing must be done electronically via the Treasury’s IPP system with a contractor business invoice referencing the purchase order, and compliance with the Buy American Act and OSHA-compliant inflation cages is mandatory
