BC Hydro EV Charging Network Charger Management System
Solicitation # RFP 24430
The British Columbia Hydro and Power Authority is seeking a long-term partner to provide a white-label Charger Management System (CMS) platform for its electric vehicle charging network. The project involves managing a current network of approximately 900 charging ports across 190 locations, with a projected expansion to 3,500 ports by 2035. The selected provider must deliver a secure, scalable, and reliable platform that offers a seamless customer experience, real-time operational insights for network monitoring, and full interoperability with existing BC Hydro systems. The network standard for future technology is specified as 200-kilowatt chargers. The contract is expected to have an initial five-year term starting in June 2027, with the possibility of extensions for up to ten additional years. Award selection is based on the most advantageous proposal, evaluated through a multi-stage process. Pre-screening requires proponents to be the Original Equipment Manufacturer (OEM) of the platform and demonstrate experience with similarly sized networks in North American or European markets. Final selection is based on equally weighted criteria: confidence in achieving strategic objectives, overall annual and long-term costs, and a balance of trade-offs and risks. Proponents must adhere to strict submission guidelines by December 1, 2026, including a comprehensive Form of Proposal and a Cybersecurity Risk Management Questionnaire. The pricing structure covers several phases and services, including design and definition, implementation, platform usage, ongoing business support, RFID card fulfillment, and payment processing. Due to the critical nature of the infrastructure, BC Hydro may require a Vendor Cybersecurity Risk Assessment and mandates compliance with the Freedom of Information and Protection of Privacy Act of British Columbia.

The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award a sole source intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) The Government intends to enter into a sole source requirement with the Universities Space Research Association (USRA) founded by the National Academy of Sciences in 1969 at the request of NASA to help with the Apollo science program analysis of lunar regolith samples. It is now an association of 111-member universities, having begun with 47. .Since that time, USRA has included some international universities with space-related Ph.D. granting departments. In addition to its university association, it is also a research organization that operates state of the art facilities and observatories for NASA and other federal agencies like DOE, DOD and DOC. The 500 employees include about 60% staff with advanced degrees in mathematics and the physical sciences. The DOC/NOAA/NESDIS is not aware of other source that can provide the above. Therefore, it intends to make an award to USRA, unless it is contacted by any vendor who believes they obtain similar technical expertise and can provide the same service With this acquisition, the USRA is to develop and implement an open architecture and data repository that permits ingestion, access, interoperability, and exploitation of space data enterprise-wide. Such a system must be capable of operational Space Situational Awareness (SSA)/Space Traffic Management (STM) as well as offering a Research to Operations platform that can be utilized to investigate and develop every aspect of the enterprise from the sensor architecture to the operational environment. BACKGROUND The Trump's Administration - s emphasis on space, starting with the re-establishment of the National Space Council, recognizes the highly competitive nature of the global space environment and the need for the United States to become more agile in order to compete and retain preeminence. Space Policy Directive-2 explicitly recognizes the need to undertake broad regulatory reform to enable space commerce to flourish. The President made clear that Executive Branch regulations across agencies must"promote economic growth, minimize uncertainty for taxpayers, investors, and private industry, prtect national security, public safety, and foreign policy interests, and encourage American leadership in space commerce." Directive-3, the nation's first comprehensive policy on space traffic management (STM). Specifically, in partnership with the Department of Defense, the Department of Commerce will assume, no later than 2024, responsibilities to provide conjunction analysis (that is, two or more objects coming together at the same or nearly the same point in time and space) and other basic space flight safety-related data and services to civil and commercial users. A key aspect of the Department's efforts is to create an open architecture data repository, essentially a cloud-based environment for more precise warning of safety hazards as well as experimentation with new sensors, analytic tools, visualization platforms and other emerging capabilities. We see the value of international partnerships and intend to invite allied and like-minded civil and private sector partners to participate in this architecture. Today's DoD Space Situational Awareness (SSA) inspired operational construct and infrastructure lacks a coherent framework for infusing next-generation SSA and Space Traffic Management (STM) technology germinating in the university research laboratories, in particular, forefront technologies and capabilities that will enable flexible, enterprise approaches to architecting new decision support tools and solutions to the exponentially evolving needs of commercial space operators and traditional government stakeholders carrying-out new data driven missions. USRA, in partnership with cross-government federally funded research and development entities, are available to assist OSC with its STM imperative. A vertically integrated, transdisciplinary approach will ensure that contributions from the broad university research community, coupled with the systems integration and engineering expertise of the cross-government federally funded research and development partners are applied in support of the OSC STM mission. The impetus for such collaboration between government and academia is the implementation of an open architecture and data repository that permits ingestion, access, interoperability, and exploitation of space data enterprise-wide. Such a system must be capable of operational SSA/STM as well as offering a Research to Operations platform that can be utilized to investigate and develop every aspect of the enterprise from the sensor architecture to the operational environment. Further, it must offer an economically viable ecosystem that fosters and incentivizes commercial development in the harsh and congested environment of space. The power of this approach is that it will allow the impacts of crucial developments from space. The power of this approach is that it will allow the impacts of crucial developments from every domain to be assessed at the enterprise level by domain experts, state of the art technology development and infusion, and economic development. USRA works closely with universities researchers to put together teams of scientific experts across a wide array of scientific fields. USRA has managed over 20 Research institutes in its 50 year history and specializes in running competitions with member (or other) universities for NASA to engage the best emerging scientists in the university community. They do this both for proposers for quantum computer time on their on-premises D-Wave Quantum Computer as well as for time on the SOFIA observatory just to name two. The exemplar of an enterprise data repository is the Space and Missile System Center's Unified Data Library (UDL), providing a relevant model for an enterprise solution. The UDL in its current iteration provides a data-agnostic, secure and accessible platform that allows consumers and providers a place to explore, collaborate, and utilize data for development of space capabilities. This model could be shared by Departments of Commerce and Defense, a requirement implied in SPD-3, accelerating a path to STM/SSA enterprise research and development by capitalizing on existing efforts, leveraging the intellectual power of the national university-based S&T community. Utilizing this architectural construct and a data repository, critical research could be conducted on existing and future data streams to provide previously unimagined capability. USRA is uniquely-experienced to develop the open architecture for the Department of Commerce, and to advance scholarly, unbiased research and development that is independently evaluated and tested in enterprise relevant environments. DELIVERABLES USRA shall provide a presentation at the Advanced Maui Optical and Space Surveillance Technologies Conference (AMOS) in September 2019. Additionally, USRA shall provide research and development in Space Situational Awareness and Space Traffic Management; for the implementation of an open architecture and data repository that permits ingestion, access, interoperability, and exploitation of space data enterprise-wide. The system must be capable of operational SSA/STM as well as offering a Research to Operations platform that can be utilized to investigate and develop every aspect of the enterprise from the sensor architecture to the operational environment. PLACE OF PERFORMANCE Primary places of performance shall be at Universities Space Research Association (USRA), in Columbia, Maryland. At no time during this agreement will USRA or any other parties have access to the Department of Commerce or NOAA computers. PERIOD OF PERFORMANCE The period of performance for this effort is one year from September 15, 2019 through September 14, 2020 with an option year pursuant to FAR 52.217-9 Option to Extend the Term of the Contract from September 15, 2020 through September 14, 2021. In the event, the option period is exercised additional funding will be required. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
