The U.S. Army Robert Morris Acquisition Center's White Sands Contracting Division plans to negotiate exclusively with Johns Hopkins University’s Applied Physics Laboratory to develop and integrate a High Speed Spectrograph/High Speed Imager (HSS/HSI) System intended for upgrading signature measurement instrumentation. The system must be housed to allow attachment to a KTM tracking mount, with the High Speed Imager capturing digital images at 1024 by 1024 resolution and a frame rate of 1000 frames per second. The High Speed Spectrograph is required to operate over a spectral range of 400 to 1100 nanometers, achieve a spectral resolution of 0.3 nm, and have a data acquisition rate of at least 4000 spectra per second. The system's front entrance telescope mount will use a C-mount configuration, enabling the use of interchangeable front-end telescopes. Johns Hopkins University Applied Physics Laboratory holds proprietary rights as the sole developer of this technology. This contract action is being pursued under FAR 6.302 authority, which allows for negotiation with a single source, and it is explicitly noted that this notice is not a solicitation for quotations. The contract aims to enhance the capabilities of existing measurement instrumentation through this high-performance HSS/HSI system.

NA The U.S. Army Robert Morris Acquisition Center, White Sands Contracting Division, intends to negotiate with only one source under the authority of FAR 6.302, to develop and integrate a High Speed Spectrograph/High Speed Imager (HSS/HSI) System for upgrade of a signature measurement instrumentation. The HSS/HSI system shall be packaged in a housing that permits the system to be attached to a KTM tracking mount. The HSI shall collect digital images in 1024 by 1024 resolution at a frame rate of 1000 frames per second. The HSS shall meet the following requirements: spectral range of 400 -1100 naometers (nm),spectral resolution of 0.3 nm, and data acquisition rate of at least 4000 spectra per second. The front entrance telescope mount on the HSS/HSI system shall be of the C-mount configuration, allowing for the use of interchangeable fron t-end telescopes. Johns Hopkins University, Applied Physics Laboratory, is the sole developer of the HSS/HSI system and holds proprietary rights. This notice of intent is not a request for quotations.
