Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

The Department of Homeland Security, through the CG Research and Development Center, awarded a firm-fixed-price task order to the University of Southern California to develop the Assistant for Randomized Monitoring Over Routes (ARMOR) Fish Patrol Schedule Model. This project, valued at 185,000 dollars with a performance period ending November 21, 2014, falls under the broader Basic Ordering Agreement HSHQDC-10-A-BOA19. The initiative aims to extend proven game theory algorithms, previously utilized in the PROTECT model for maritime counter-terrorism and by the TSA and LAX for security, to optimize fisheries patrol schedules for the Coast Guard's living marine resources mission. The contract leverages the specialized research and technical capabilities of university-based Centers of Excellence to enhance operational efficiency and effectiveness across complex scheduling systems. By applying the same mathematical foundations that optimized patrol schedules for various Coast Guard operational commands, the ARMOR Fish Patrol Model seeks to improve the detection and deterrence of illegal activities within the realm of fisheries enforcement. This effort is part of a larger DHS strategic framework to utilize academic partnerships for critical analysis in border security and terrorism response.

Full Description

The CG Research and Development Center (RDC), in collaboration with the University of Southern California's (USC) Center for Risk and Economic Assessment of Terrorism Events (CREATE), developed the Port Resilience Operational Tactical Enforcement to Counter Terrorism (PROTECT) model to aid in the detection and deterrence of maritime terrorist activities in our nation's ports, waterways, and coastal regions. One of the foundations in the development of the PROTECT model was the leveraging of USC's previous work creating the Assistant for Randomized Monitoring Over Routes (ARMOR) model. ARMOR was originally developed for use by TSA and LAX security. PROTECT's game theory applications provided optimized PWCS patrol schedules for several CG units and have received high praise from various US Coast Guard (CG) operational Commands. The CG needs to expand the notion of optimization, efficiency, and effectiveness for all mission areas. Game theory applications have proven to be successful for dynamic and complex scheduling systems in the realm of security and law enforcement (i.e. TSA, Air Marshals, and LAX); the ARMOR model will be extended similarly, using proven algorithms, to provide optimal fisheries patrol schedules for the CG's living marine resources (LMR) mission.
