Full Description

NASA/JSC has a requirement for the development and fabrication of alloys for a functional multi-panel prototype morphing radiator. NASA/JSC intends to purchase the items from Texas A&M University. Texas A&M University worked with NASA in 2013 and 2015 to show the concept and feasibility of developing a shape-morphing radiator, and has continued this research since 2013. Texas A&M University is the only entity that has already developed both the Shape Memory Alloy (SMA) composite materials expertise and the appropriate modeling tools needed to produce this radiator. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Carlos Roman at contact@example.gov not later than 4:30 p.m. local time on December 16, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
