Under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source, FAR 6.302-1(a)(2)(iii), the U.S. Army, REDCOM, Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army Soldier System Center, Natick, MA intends to negotiate and award a purchase order to the North Carolina State University (NCSU) College of Textiles, Thermal Protection and Comfort Center (TPACC) of Raleigh, NC 27695-8301. The service involves the development and construction of an improved thermal manikin upper torso and head (PyroHead) and the development of a testing Protocol and Validation method. This is being sole-sourced to NCSU TPACC because there is no other known facility in the United States to be able to develop and test the PyroHead.
