The Joint Product Director for Advanced Detection System under the Joint Program Manager for Biological Defense is seeking input from vendors regarding advanced, portable biological identification technologies compatible with environmental aerosol samplers used by the Joint Biological Tactical Detection System. This request is solely for market research and information gathering, not a solicitation or request for proposals, and no contract will result directly from this announcement. The focus is on battery-operated, single-person portable biological identification devices capable of identifying bacteria, viruses, and toxins within one hour of sample introduction, achieving at least a 98% correct identification probability with less than 2% false positives. Technologies should be at least at Technology Readiness Level 6 and meet specific performance, durability, operational, and maintenance criteria including weight limits, power supply standards, startup and setup times, minimal reagent use, broad temperature tolerance, built-in testing, alarms, and network capabilities. Vendors interested in responding must submit a detailed white paper limited to ten pages, describing their technology's capabilities, testing status, physical and operational attributes, consumable requirements, cost, and commercial applications, accompanied by photographs. Submissions require both paper and electronic copies in PDF format by July 15, 2008, sent to the U.S. Army Research, Development, and Engineering Command with electronic copies uploaded via a specified secure Drop Box. The U.S. Army encourages domestic and international vendors to participate and clarifies that submission does not guarantee contract award, but allows sharing of unique technological information to inform future program development.
