Naval Facilities Engineering Command (NAVFAC) Atlantic plans to award a sole-source, firm-fixed price contract to Sunset Design and Programming, Inc. for the conversion and redesign of two U.S. Army Corps of Engineers Distant Learning courses focused on Concrete and Masonry Quality Verification. These courses will be transformed into interactive online audio/video training modules, each including a multiple-choice pretest, segmented training sub-modules supported by interactive exercises, and a post-test culminating in an electronic Certificate of Completion upon passing. Additional modifications will be made to an existing quality verification course hosted on the Naval Facilities Institute (NFI) Total Force Training (TFT) site. All course content and data must comply with NAVFAC’s technical specifications and be seamlessly integrated into the NFI TFT website’s central database, enabling reporting and distribution across the NAVFAC enterprise. The contract requires delivery by April 1, 2010. This sole-source award is justified under the authority that only Sunset Design and Programming, Inc. can fulfill the agency’s needs due to its exclusive role as the designated Webmaster, Developer, and Central Design Agent for NAVFAC’s Total Force Training site and its unique accreditation by NMCI to manage and modify the training database. No other contractors are authorized to access or maintain the TFT site applications. The contract also requires any interested parties to submit detailed capability statements demonstrating their qualifications before a formal decision on competition is made, although the government maintains discretion to proceed solely with Sunset Design. The solicitation is identified under NAICS code 541330 with a size standard of $4.5 million in average annual receipts, and all communications regarding the solicitation must be submitted in writing by December 22, 2009.
