Developmental Executive Leadership Training

In accordance with Far Part 5.201, the Portland Area Indian Health Service (IHS) intends to sole-source an award with Profound Knowledge Partners, Inc. to provide developmental executive leadership training in accordance with the Government Employees Training Act (GETA) 5 U.S.C. 415 of Title 5, it gives federal agencies the authority and control for employee training and materials. This law authorized the use of non-Government training and training resources to meet identified training needs which otherwise could not be met with existing Governmental programs and/or facilities. In order to assist in achieving the agency's mission and performance goals, by improving employee and organizational performance, the head of each agency, in conformity with 5 U.S.C. Chapter 41 shall establish, operate, maintain and evaluate a program or programs and a plan or plans thereunder, for the training of employees in or under the agency by in and through Government and non-Government facilities. The Portland Area Indian Health Service complies with the American Indian Act as well. This rule supplements the Federal Acquisition Regulation (FAR). For this reason, the rule is issued by the Assistant Secretary for Policy, Management and Budget. The only known source available that is able to complete the contract requirements is the Profound Knowledge Partners, Inc. The period of performance for this award shall be between: February 05-09, 2018. This is a notice of intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated.
