NIST is conducting research on interoperable biometrics via web services. On September 21st-23rd, NIST will be demonstrating web services-based wireless biometric acquisition at the 2010 Biometric Consortium Conference in Tampa, FL. Additionally, NIST is leading a discussion to determine the feasibility of establishing a new OASIS (Organization for the Advancement of Structured Information Standards) Technical Committee (TC). The purpose of the TC under consideration is to define, enhance, and maintain open standards that facilitate the use of biometrics and biometric operations over a services oriented architecture, such as web services. At its inception, the TC will target web services for biometric devices --- a specification describing a suite of sensor- and modality-agnostic acquisition operations (e.g., sensor initialization, sensor configuration, data capture, data transfer.) To participate in this discussion, send a message to bws-discuss-subscribe@lists.oasis-open.org. Subscription to the discussion list is required in order to post messages, but the list archive is completely open to the public. NIST encourages public participation in this discussion and these activities. More information can be found at http://www.nist.gov/itl/iad/ig/bws.cfm.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
