D--Network Connectivity Fiber Network Backbone
Solicitation # 140D0426Q0575
The Department of the Interior, acting on behalf of the National Cancer Institute, is soliciting a U.S.-based managed optical network provider to deliver a turnkey, end-to-end fiber network backbone service. This firm-fixed-price contract includes a one-year base period with four one-year options, with an estimated value of approximately 2 million dollars. The contractor is responsible for the provisioning, configuration, deployment, monitoring, and maintenance of a resilient fiber plant, including 10/40/100 Gbps operations and diverse routing to minimize single points of failure. Performance is primarily remote from U.S.-based facilities, with potential onsite requirements at locations in Frederick, Rockville, and Bethesda, Maryland, as well as Northern Virginia sites supporting AWS Direct Connect. Award evaluation is based on a combination of technical capabilities, understanding of the work, management approach, and past performance, which collectively outweigh price in importance. Key requirements include U.S.-based staffing, data residency within the United States, and adherence to FIPS-validated encryption standards. The government will monitor performance through a Quality Assurance Surveillance Plan focusing on incident response, capacity, and security. Offerors must provide a transition-in plan, a completed Voluntary Product Accessibility Template for Section 508 compliance, and evidence of three similar projects completed within the last three years.
