Telephone & Data Communication Services

Solicitation 3143-27 is a request for proposals from the New Hampshire Department of Administrative Services to establish a contract for Telephone and Data Communication Services. The scope of work is divided into four primary service groups: traditional telephone line services, legacy line/data services, advanced telephone services, and high-speed data transfer services. All provided services must act as replacements for incumbent vendor services and adhere to strict performance standards, including a minimum 99.99% uptime over a 24-hour period and a call connect time of 8 seconds or less. The contract requires the use of new equipment and compliance with IETF Network Working Group protocols for real-time data and streaming media. The contract term is scheduled to run from February 1, 2027, through January 31, 2032, with a possible two-year extension. Award will be granted to the vendor that meets all established criteria and provides the lowest total cost. Mandatory requirements include comprehensive general liability insurance of at least 1 million dollars per occurrence and 2 million dollars aggregate, as well as specific performance bonds ranging from 100,000 to 1 million dollars depending on the service group. Administrative requirements include submitting invoices in both paper and electronic formats within 20 days of service receipt. Vendors must also provide sustainability reporting regarding recycled materials and waste reduction in accordance with RSA 9-C.
