The contract calls for 11 units of a digital power supply identified by NSN 7RH-1680-016460638-E7 and part number LM-3R311-PS, with delivery terms FOB origin. The part is designated as a selected item under DoD-STD-100, meaning it can only be procured from the originally specified manufacturing source due to the absence of sufficient technical data, Government data rights, or manufacturing knowledge that would allow acquisition from alternative sources. Qualification testing of alternate parts or use of a second source is not feasible for the intended application, and despite requirements under DoD-STD-100 for adequate technical documentation, the necessary drawings and data are not in Government possession and cannot be economically obtained. This restriction ensures exclusive procurement from the original source to maintain functional integrity and compatibility. The solicitation, issued under number SPRPA1-25-Q-EW50 by the Department of Defense through the DLA Aviation office in Philadelphia, was posted on April 28, 2026, with responses due by May 13, 2026. The North American Industry Classification System code is 336413, indicating the product falls within the aerospace product and parts manufacturing category. Primary point of contact for inquiries is Canon Chhoun, reachable via phone and email provided in the solicitation details.
