The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, with Mirion Technologies (Canberra), Inc.800 Research Parkway, Meriden CT 06450 under the authority of FAR Part 13.106-1(b), for the procurement of a Digital Signal Analyzer. Sole source determination is based on the need for a digital signal analyzer (called LYNX) which will improve the calibration capabilities for a larger number of source geometries as well as to reduce the uncertainties of the radioactive source measurements. This digital signal analyzer will replace the old analog electronics improving the energy resolution of the Mirion/Canberra high purity germanium (HPGe) detector owned by NIST improving the resolution of the detector by approximately a factor of 2. NIST owns a Mirion/Canberra detector and the Mirion/Canberra Genie-2000 software that must be compatible with the new digital signal analyzer. Mirion/Canberra is the sole source that can provide this digital signal analyzer that is compatible with the existing proprietary Genie-2000 software. This is proprietary and is only available from Mirion Technologies (Canberra). Mirion Technologies (Canberra) does not have any authorized distributors/resellers. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for quotations. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
