Dillon Road Resurfacing

The County of Riverside Transportation Department is undertaking the Dillon Road Resurfacing project, identified as Project No. D4-0078, located in the community of Desert Hot Springs, California. The scope of work involves the reconstruction of approximately 0.8 miles of Dillon Road, an arterial highway, from 200 feet west of Louise Street to Little Morongo Road. Key technical specifications include the excavation and removal of 6 inches of existing pavement and the placement of 6 inches of Hot Mix Asphalt concrete. Additional improvements consist of utility adjustments, roadway signing and striping, and the re-grading and installation of a cross gutter at Little Morongo Road to resolve ponding issues on the northwest corner. Administratively, the project is managed under Work Order ZD4-0078C and Task Code Z1530. It is classified as an operation and maintenance activity, making it a covered activity under the Coachella Valley Multiple Species Habitat Conservation Plan and exempt from the California Environmental Quality Act under Section 15301(c) as it does not increase traffic lanes or expand the roadway. Environmental compliance requires adherence to the Migratory Bird Treaty Act of 1918 and various California Fish and Game Codes, necessitating preconstruction nesting surveys if vegetation removal occurs between February 1 and August 31. The project is authorized by Environmental Project Manager Jan Bulinski.
