This award notice pertains to solicitation SB1341-15-rq-0153 for a Displacement Measuring Interferometer issued by the Department of Commerce National Institute of Standards and Technology. The project is based in Gaithersburg, Maryland, and falls under NAICS code 333314. The specific purpose of this amendment is to clarify technical requirements regarding the instrument's accuracy and calibration. It confirms that the maximum tolerable deviation for accuracy within the linear range is 0.5 ppm and verifies that NIST possesses the necessary temperature-controlled laboratory environments required to perform the onsite calibration of the optics.

The purpose of this amendment is to provide the questions and answers in relation to this soliciation: It would be helpful if you could clarify the solicitation with a couple of revisions. Question 1: Accuracy within the linear range: ? 0.5 ppm. We believe this should be: ? 0.5 ppm. Response 1: Yes, 0.5 ppm is the magnitude of the maximum tolerable deviations. Question 2: For Angular accuracy, the optics will need to be calibrated and this will need to be performed onsite in a temperature controlled environment. If possible please state if NIST can calibrate the optics and what the environment temperature control is." Response 2: The interferometer will be used under various laboratory conditions. NIST has some of the best temperature-controlled labs available for calibrations of commercial instruments.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
