DIPLOMATIC COURIER SUPPORT SERVICES - WOMEN-OWNED SMALL BUSINESS (WOSB) SET-ASIDE


The Government encourages responsible WOSB concerns to review this notice and submit an offer in response to this combined synopsis/solicitation.  Interested WOSB concerns should ensure that their: 


  • SAM.gov registration is active;

4. CONTRACT INFORMATION - The U.S. Department of State, Bureau of Global Acquisitions hereby issues a combined synopsis and solicitation for Diplomatic Courier Support Services (DCSS).


The acquisition is a total set-aside for Woman-Owned Small Business (WOSB) concerns eligible under the Small Business Administration (SBA) WOSB Federal Contract Program.


The Government anticipates awarding one contract to provide Diplomatic Courier Support Services (DCSS).


5. DESCRIPTION OF REQUIREMENT


The Department of State (DOS) requires a WOSB Contractor for comprehensive operational and logistic support in support of Diplomatic Courier Services. The Contractor shall provide qualified personnel and managment support necessary to accomplish the requirements identified in the Performance Work Statement. (PWS).  The awarded Contractor shall provide personnel and equipment to effectively transport in­bound and outbound courier escort services in support of the Diplomatic Courier Service and supporting Diplomatic Secuity Offices around the world.  The Diplomatic Courier Service operates twenty four hours a day, seven days a week. Support personnel will be required to work overtime and overnight.

7. CONTRACT TYPE            


This is a Labor Hour contract, to include ancillary Contract Line Item Numbers (CLINs): Surge Support for overtime hours worked and Other Direct Cost as cost reimbursable.


8. PERIOD OF PERFORMANCE 


This contract shall be effective on the date of the Contracting Officer's signature. The period of performance is a base year (12 months) and four one-year option periods. This contract shall remain in effect (if options are awarded) as follows:



Base Period: November 14, 2026 through November 13, 2027
Option Period 1: November 14, 2027 through November 13, 2028
Option Period 2: November 14, 2028 through November 13, 2029
Option Period 3: November 14, 2029 through November 13, 2030
Option Period 4: November 14, 2030 through November 13, 2031


9. WOSB SET-ASIDE


This acquisition is anticipated to be set aside in its entirely for WOSB concerns eligible under the SBA WOSB Federal Contract Program.  Offerors must qualify as a small business concern under the applicable NAICS code and must be eligible for participation in the WOSB Federal Contract Program 


At the time of offer submission and award, the apparent sucessful offeror must be eligible under the WOSB Progam in accordance with applicable SBA regulations and FAR Subpart 19.


The Government will verify WOSB eligibility through the System for Award Management (SAM.gov) and/or the Dynamic Small Business Search (DSBS), as applicable.


A concern that is not eligible for the WOSB Program at the applicable time will not be eligible for award.

Offeror response due date is Friday, September 11, 2026 by 2:00 PM Eastern Standard Time.
