The contract requires a vendor to provide comprehensive transportation and handling services for all inbound and outbound diplomatic pouch mail (DPM) at the U.S. Embassy in Muscat, Oman, ensuring secure, reliable, and efficient movement of sensitive postal materials. The vendor must perform daily pick-up and customs clearance of inbound DPM at Muscat International Airport, manage secure storage, and deliver items to authorized embassy personnel, while also conducting outbound pickups from the embassy twice monthly or as needed to transport mail to designated airlines. Services include handling classified orange pouches with proper documentation but without transportation from the airport to the embassy, and providing all required international and local shipping documents such as air waybills, bills of lading, and fuel tax adjustments. The work is performed under strict accuracy standards—99.9% shipment matching with no more than one discrepancy per quarter—and quality thresholds, limiting customer complaints to one per month. U.S. Embassy mail must be segregated at all times from other mail, and all personnel handling DPM must be trained and equipped with security protocols to ensure confidentiality and integrity. The contract has a base period of one year beginning January 1, 2027, with up to four optional one-year extensions, for a total potential duration of five years, with all services subject to FOB Destination terms and deliveries limited to 8–11 a.m., Sunday through Thursday. Pricing is in Omani Rials (OMR), with Value Added Tax (VAT) required as a separate line item on invoices, to be submitted electronically to MuscatInvoices@state.gov in compliance with FAR 32.905(e). The vendor must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) and maintain both UEI and CAGE code throughout the contract term, reporting any changes within 30 days. Proposals must include a completed SF-1449, IRS Form W-14, Section 5 Representations and Certifications, and a Project Manager fluent in English. Offerors must demonstrate past experience handling diplomatic or sensitive materials, maintain a quality control plan, and have an emergency response protocol. The contractor is responsible for all labor, materials, storage, overhead, profit, and international logistics costs. Legal compliance includes operating with full licensure in Oman, adhering to local labor and regulatory laws, and maintaining workers’ compensation coverage under the Defense Base Act.
