PERIOD OF PERFORMANCE: MAY 16, 2026 THROUGH MAY 15, 2027 WITH TWO OPTION PERIODS OF 12 MONTHS.
THE COMPUTER-AIDED MANAGEMENT OF EMERGENCY OPERATIONS (CAMEO) SOFTWARE SUITE WAS DESIGNED BY NOAA’S EMERGENCY RESPONSE DIVISION IN CONJUNCTION WITH THE ENVIRONMENTAL PROTECTION AGENCY TO HELP EMERGENCY PLANNERS AND FIRST RESPONDERS PLAN FOR, AND SAFELY HANDLE, CHEMICAL ACCIDENTS. THE AIR DISPERSION MODEL IN THE CAMEO SUITE IS CALLED ALOHA (AREAL LOCATIONS OF HAZARDOUS ATMOSPHERES), AND IT PROVIDES INFORMATION THAT IS USED IN DETERMINING POTENTIAL HUMAN HEALTH IMPACTS FROM AIRBORNE HAZARDOUS CHEMICALS. ORIGINALLY DEVELOPED AS A TOXIC AIR PLUME MODEL, ALOHA WAS EXPANDED TO INCLUDE ADDITIONAL FIRES AND EXPLOSIONS MODELING. THE EFFECTIVENESS OF THE ALOHA HAZARD MODELS IS DIRECTLY RELATED TO WEALTH OF THE INFORMATION PROVIDED IN THE DIPPR DATABASE BOTH TO HELP IDENTIFY THE UNKNOWN CHEMICAL ASSOCIATED WITH AN INCIDENT—AS WELL AS TO MAKE PROPER RESPONSE RECOMMENDATIONS. THE DIPPR 801 DATABASE IS A UNIQUE DATABASE CONTAINING QUALITY-ASSURED CHEMICAL AND PHYSICAL PROPERTY DATA FOR OVER A THOUSAND CHEMICALS, WHICH HAS SIGNIFICANT OVERLAP WITH THE CHEMICALS MODELED IN ALOHA. THE PROPERTY DATA COMPILED IN THE DIPPR 801 DATABASE IS ESSENTIAL INPUT FOR ALOHA, AND THE DIPPR DATA HAS BEEN USED IN ALOHA FOR OVER 20 YEARS (SO IT IS INHERENTLY IS COMPATIBLE WITH ALOHA).
AICHE DEVELOPS AND IS THE ONLY AUTHORIZED SOURCE OF THE COPYRIGHTED DIPPR CHEMICAL AND PHYSICAL PROPERTY DATA USED BY THE ALOHA PROGRAM TO ESTIMATE DISPERSION OF HAZARDOUS CHEMICALS IN THE ATMOSPHERE.
