Iowa Industry to Classroom Academy CTE Teacher Mentoring Grant Program
Solicitation # 685608
The Iowa Industry to Classroom Academy is a pilot mentoring program launched by the Iowa Department of Education to recruit and retain career and technical education teachers transitioning directly from industry. The program pairs new or emerging CTE teachers, who possess specialized industry skills but lack formal pedagogical training, with experienced mentors for two years. This collaboration is designed to reduce professional isolation and help mentees progress from an initial CTE Authorization to a full five-year authorization. The initial pilot focuses on Family and Consumer Sciences teachers before expanding to all CTE content areas. The program is built upon four pillars: educator retention, instructional excellence, educator well-being, and continuous reflective practice. Over the two-year cycle spanning 2026 to 2028, mentees must complete six core pedagogy areas, including human relations, CTE teaching methods, and curriculum development. Financial support includes a 1,000 dollar total tuition and fee reimbursement for mentees and a 4,000 dollar total stipend for mentors. Additional reimbursements are available for travel, meals, lodging, and substitute pay. Participants are required to engage in monthly meetings, classroom observations, and a capstone project, while maintaining strict confidentiality regarding program interactions. Mentees' districts serve as fiscal agents to manage grant funds via IowaGrants.

The 42d Contracting Squadron, 50 LeMay Plaza South, Bldg 804, Maxwell AFB, AL 36112, is synopsizing a requirement to award a sole-source contract to Michigan State University to satisfy the needs of Squadron Officers College. Michigan State University has a Team Leadership laboratory where they are able to accomplish leadership and team research. They also conduct research on an ongoing basis within the LDS system with students at Squadron Officer School at Maxwell AFB using this system. The research is a collaborative undertaking between SOC faculty and staff and contractor faculty along with graduate students. Data generated in the LDS system can be shared and write-ups from the research presented in scientific journals and conferences as well as Air Force outlets believed to be appropriate by SOC. In the process of gaining a partnership with MSU, the data research gathered from the LDS system can also be used to enhance the learning and research outcomes of the LDS system for SOC and MSU. Along with the learning outcomes of LDS, the LDS system is proprietary to MSU. This would preclude other sources from using the LDS system and an entire new system would need to be developed along with the material used in the lectures. MSU took the relevant scientific research and built lessons that tie into the Enduring Leadership Competencies used in the Squadron Officer School curriculum. These tie-ins are the development of MSU and belong to them. The period of performance will include a base period of 1 Jul 09through 30 Sep 10. This is expected to be a Firm-Fixed Price. The North American Industrial Classification Code is 611710 and the small business size standard is $7mil. The Performance Work Statement is attached. Point of contact for this requirement is Donald Perkins, who may be reached at donald.perkins@maxwell.af.mil or (334) 953-1549.
