This Sources Sought notice is for market research purposes only and IS NOT a request for proposal, quotation or bid. The Government will not reimburse respondents for any costs incurred in preparation of the response to this announcement. The U.S. Army Corps of Engineers (USACE), Baltimore District, is seeking sources with current relevant qualifications, experience, personnel, and capabilities for a construction project.  The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from potential prime construction contractors (small and large businesses).


This contract would be used to perform repairs and renovations in and around the Defense Information Systems Agency (DISA) headquarters complex located on Fort Meade, MD to include all requirements for mission essential support functions on site. The programmatic value of this project award is currently estimated to be in a range of $250,000 - $500,000, therefore, potential prime construction contractors will need a bonding capacity that will cover that range. 


The scope of this contract will encompass Design-Build (DB) construction and renovation to existing facilities.


The project consists of a base task.


Base Award: Perform repairs to select areas of the roof that comprise the DISA Headquarters complex on Fort Meade MD. The roofs are covered in Ethylene Propylene Diene Terpolymer (EPDM) materials with Air Handling Units (AHUs) and Packaged Rooftop Units (RTUs) mounted on top of the roofs. Repairs include but are not limited to remove and resetting gutters, repair roofing, resetting loose lighting protection aerials, routing and sealing cracks in exposed concrete foundation wall, patching spalled concrete at exposed concrete foundation walls. 


The facility is comprised of 6 individual buildings (total square footage over 1M square feet) and the fire pump house and tank. The buildings are as follows:


• Operations Building (O-6910) – 4 stories and 226,480 square feet


• Command Building (C) – 4 stories + basement and 246,880 square feet


• Common/Media Building (M) – 2 stories and 112,000 square feet


• Acquisitions Building (A-6914) – 5 stories and 226,480 square feet


• Lab Building (L-6908) – 2 stories and 115,290 square feet


• Warehouse Building (W-6906) – 2 stories and 49,265 square feet


• Fire Pump House & Water Tank





DISA is a secure facility, and all work done on the perimeter of a secure area must be designed to meet current ICD/JCS 705 requirements. This renovation must bring the project space into compliance with the most current codes, standards, and mission essential requirements from spatial, infrastructure, safety and security aspects.


DISA is a secure facility.  All Contract Employees requiring on this project shall be US Citizens and have a security clearance that is verifiable in the Defense Information System for Security (DISS).  If an individual does not have a security clearance the contractor must provide an escort at their expense.  The contractor shall follow DISA access procedures along with Fort George G. Meade access procedures which are available from the Contracting Officer (KO).  The contractor will have a valid Facility Security Clearance (FCL), cage code, and able to complete a Department of Defense (DD) Form 254 – Contract Security Classification Specification and be verified by DISA security office.


Escorts: If escorts are required, the Contractor shall provide Contractor-furnished escorts. The escort company should have a valid cage code at least the Secret level. Escorts must be cleared, complete a DISA new Contractor Security Orientation Brief and safety training. Escorts must sign a DISA Escort Agreement Statement.  The cost of escorts must be included in any proposals for evaluation or will absorbed by the contractor. Responders should address all the questions listed in the "SSN Survey Questions link. Survey can be found in the Attachments/Links section of this announcement.

It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
