Solicitation W912PQ26QA027 is a combined synopsis and request for quote for a single-award, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide hazardous and non-hazardous waste removal services for New York Army National Guard facilities across New York State. The contract is 100% set-aside for small business concerns and has a projected period of performance from August 28, 2026, through August 27, 2031. The total maximum value for all task orders awarded under this IDIQ is limited to $950,000. The scope of work includes the sampling, analysis, removal, recycling, and disposal of hazardous, non-hazardous, and universal waste. Services are performed onsite during standard business hours, and the contractor must ensure waste pickup within two weeks of notification. Award will be based on the Lowest Price Technically Acceptable (LPTA) basis, where price is evaluated first, and the lowest-priced offer is then assessed for technical acceptability. Mandatory submission requirements for the quote include a NY ARNG pricing worksheet, a quote worksheet, NYSDEC-issued waste transporter permits, the last four safety records, personnel certifications, a technical capability statement, a work plan, and spill prevention protocols for both the prime and all subcontractors. Contractors must comply with strict security and safety standards, including AT Level 1 Awareness Training, criminal history checks, and the use of REAL ID for base access. All invoicing must be processed electronically through the Wide Area WorkFlow (WAWF) system. Final quotes must be emailed to the designated points of contact no later than August 31, 2026, at 09:00 AM EDT, and must not exceed a total length of 25 pages.
