The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) intends to award a sole source purchase order to the University of Pittsburgh – of the Commonwealth System of Higher Education (Medicaid Outcomes Distributed Research Network (MODRN)), 4200 Fith Avenue, Pittsburgh, Pennsylvania 15260-0001 U.S.  for the purchase of services for the dissemination and maintenance of a Medicaid quality measure over a 12-month performance period with one additional option period for quality measure maintenance only.


The authority for this sole source acquisition is in accordance with FAR Part 12.102(a).


The University of Pittsburgh – of the Commonwealth System of Higher Education (Medicaid Outcomes Distributed Research Network (MODRN)) is the only organization capable of executing all Evaluation of Hepatitis B and C (EHBC) dissemination and measure maintenance tasks. MODRN possesses unique measure-specific knowledge regarding the measure's specifications, testing, methodology, implementation considerations, and maintenance history. Further, as the measure steward, MODRN is the only potential vendor with access to the measure code and ability to update and revise the code for measure maintenance.


As a result of this synopsis, no competitive solicitation will be posted on sam.gov.  We will issue only one solicitation to the identified entity. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by the closing date of this posting. The Contracting Officer will not respond to verbal request. All requests must be in writing.


A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
