Distributed Wind Competitiveness Improvement Project

The National Laboratory of the Rockies (NLR), under the Department of Energy, is issuing pre-solicitation notice PSN-2026031003 for the Distributed Wind Competitiveness Improvement Project (CIP). This initiative seeks to support small American businesses in innovating distributed wind energy systems through firm fixed-price subcontracts that include price participation or cost-share requirements. The primary objectives of the project are to optimize wind turbine and power electronics designs for increased energy production and grid support, develop advanced manufacturing processes, conduct testing for national certification standards, and validate and commercialize distributed wind technology. The project is open to full and open competition, requiring offerors to be incorporated in the United States. Work must be performed within the U.S. or its territories. While the pre-solicitation was issued in late 2025, the formal Request for Proposal (RFP) is tentatively planned for summer 2026, with an anticipated performance start date in Spring 2027.
