AI Contract Overview
The Department of Veterans Affairs, through the Seattle Veterans Affairs Medical Center (VAMC), is soliciting bids under solicitation number 36C26026Q0214 for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the distribution of BioRad BioPlex laboratory reagents and consumables used in automated immunoassay instrumentation. This contract is set aside exclusively for small businesses under NAICS code 325413. The awarded contractor will supply an FDA-approved immunoassay system capable of performing a broad panel of tests, including ANA screens, syphilis serology, viral antibody panels (e.g., HSV, CMV, EBV), autoimmune panels (vasculitis, anti-CCP), celiac panels, and differentiation assays for HIV-1 and HIV-2. The vendor will also accommodate the integration of new assays and reagents as emerging technologies become available throughout the contract term. The contract includes firm-fixed-price ordering over the contract period from February 1, 2026, through January 31, 2031, with delivery to multiple locations and a total order ceiling ranging between $290,000 to $1.5 million per task order. Operational requirements demand that reagents have a minimum six-month shelf life on delivery and are shipped quarterly under controlled environmental conditions. The system must support rapid turnaround times (less than one hour), high throughput processing (up to 2,200 samples per hour), and include barcoding compatible with VA standards to ensure traceability. Installation, training of key personnel (with off-site and on-site components), and full operational support are integral, including 24/7 technical assistance and bi-directional connectivity with the VA laboratory information system (LIS) per VA Directive 6550. The acquisition is governed by numerous FAR and VAAR clauses, emphasizing small business participation, compliance with labor laws, cybersecurity requirements, information security standards such as NIST and FISMA, and reporting under the Federal Acquisition Supply Chain Security Act (FASCSA). Evaluation prioritizes technical compliance over price, with a trade-off approach to award selection. Proposal submissions are due by December 19, 2025, via electronic email to the contracting officer, Hector Gonzalez, at the specified VA Network Contracting Office in Vancouver, WA. The contract includes provisions for equipment validation, quality control, documentation in accordance with CLSI and CAP standards, and mandatory background investigations for vendor personnel requiring access onsite. This contract supports enhancing laboratory diagnostic capabilities for the Seattle VAMC while promoting small business
