District Security Officer - Personal Services Contract

The United States Marshals Service is soliciting quotations for District Security Officer personal services to support mission critical operations at the Landover Operations Center in Maryland. This time-and-materials and labor hour contract is a total small business set-aside and is specifically restricted to individuals; security companies are not authorized to apply. The scope of work involves augmenting district staff in prisoner custody and handling, including safe transport, guarding, and intake processing across detention facilities, medical centers, courthouses, and federal buildings, as well as providing security for seized or forfeited property through roving patrols and entry control. The contract features a base period from October 1, 2025, to September 30, 2026, with multiple option years extending through September 30, 2030. Labor is structured around a standard 40-hour work week, not to exceed 1,920 hours per year, with an additional allowance of up to 200 hours for overtime. Qualified candidates must be identified as key personnel and provide specific qualification statements, with active law enforcement officers requiring additional affirmation. Personnel must obtain a Department of Justice security clearance and a favorably adjudicated background investigation, with requirements ranging from Public Trust to Top Secret SCI depending on the role. Performance is subject to annual evaluations using Form USM-603, and contractors must adhere to strict professional conduct and security protocols, including flying unarmed on commercial aircraft. Under the personal services contract structure, officers are considered employees for the purposes of the Federal Tort Claims Act and the Federal Employees Compensation Act. Quotations must be submitted by July 1, 2030, and payments will be processed via Electronic Funds Transfer on the 30th of each month.
