District Security Officer - Personal Services Contract

The United States Marshals Service is soliciting quotations for District Security Officer personal services contracts to provide prisoner transport and court production services. This Time-and-Materials and Labor Hour contract is a total small business set-aside and is specifically open to individuals who meet the statement of work qualifications; security companies are explicitly unauthorized to apply. The scope of work involves augmenting district staff in the safe custody and handling of prisoners during transport, guarding, and intake processing across various facilities, including medical centers, courthouses, and federal buildings, as well as securing seized or forfeited property through entry control and roving patrols. The contract includes a base period from October 1, 2025, to September 30, 2026, with multiple option years extending through September 30, 2030. Performance is centered at the USMS Landover Operations Center in Maryland, with labor requirements consisting of a standard 40-hour work week and additional hours as needed. Personnel are designated as key personnel and must undergo rigorous vetting, including a favorably adjudicated background investigation, DOJ security clearance, and a review of fingerprints and credit reports. DSOs are considered employees for the purposes of the Federal Tort Claims Act and the Federal Employees Compensation Act. Quotations must be submitted by July 1, 2030.
