District Seven Storm Drain Video Inspection Services

The Florida Department of Transportation is soliciting competitive sealed bids for storm drain video inspection services across District Seven, covering Hernando, Hillsborough, Citrus, Pasco, and Pinellas Counties, under solicitation number DOT-ITB-26-7019-LV. All bidders must be registered in the MyFloridaMarketplace system, and out-of-state entities must be authorized to do business in Florida and hold any required licenses from the Florida Department of Business and Professional Regulation. The contract is a term agreement with a two-year initial term, extensible up to six months if needed, and renewable for up to three additional years contingent on performance and funding. Services are issued via Letters of Authorization on an as-needed basis, with all unit rates required to be all-inclusive of labor, equipment, mobilization, maintenance of traffic, travel, overhead, and subcontractor costs. The scope includes video inspection of storm drains, manholes, inlets, and concrete box culverts, with required deliverables in WMV video format and PDF reports submitted electronically—DVDs and CDs are prohibited. All final documentation must bear the professional seal and signature in accordance with Florida law. Bidders must meet strict pass/fail qualifications: a minimum of five years’ experience in video inspection services, completion of at least three projects within the past two years totaling 1,000 linear feet or more with repair recommendations, technical capability to deliver data compatible with ArcGIS, Word, and Excel, and certified personnel with active NASCO PACP, LACP, and MACP credentials. A completed Vendor Certification Regarding Scrutinized Companies Lists and Foreign Country of Concern Attestation (PUR 1355) are mandatory, prohibiting engagement with entities linked to boycotts of Israel or activities in Sudan, Iran, Cuba, or Syria. Additionally, bidders must submit a $50,000 performance bond, proof of ability to secure the bond via a surety letter, and maintain required insurance including general liability, professional liability, and workers’ compensation with the Department named as an additional insured.
