DITMCO Model 2650, Modular Test Analyzer (MTA) System

The U.S. Army, through the W6QK Lad Contr Office, is conducting a one-time, unrestricted procurement for one DITMCO Model 2650 Modular Test Analyzer (MTA) System under solicitation number W911N226QA039, classified under NAICS code 334515 and Product Service Code 6625. The system is required for electrical testing of chassis, cables, and harnesses and must meet stringent technical specifications including insulation resistance, continuity, in-circuit resistance, DC and AC voltage, capacitance, and AC Dielectric Withstanding (HIPOT) testing capabilities. The system software must be 100% compatible with existing DIT-MCO 9500 Systems, Test Executive Test Programs, and Address Correspondence Tables. The contractor must deliver the unit by 120 days after award to Building 370 at Letterkenny Army Depot in Chambersburg, Pennsylvania, with on-site setup and ATP verification to be performed in the UAE. All equipment must be packaged using standard commercial methods that prevent damage from environmental exposure and comply with DFARS clause 252.247-7028 for shipping documentation. The supplier shall be ISO 9001 certified and adhere to OSHA 29 CFR Part 1910, LEAD Regulation 385-1, and LEAD Pamphlet 385-4 for safety and security. All offerors must be registered in SAM and comply with mandatory representations including Buy American, Trade Agreements, and anti-terrorism provisions, along with cybersecurity certification requirements under DFARS 252.204-7021. Personnel accessing the depot must complete AT Level I Awareness, OPSEC, and iWatch training within 30 days of contract start and submit certificates to the COR or Contracting Officer.
