NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, Hybrid, Firm-Fixed Price (FFP) and Time-and-Materials (T&M) requirements, service contract to recapitalize and repair Switch Multiplexer Units (SMUs) and evaluation and repair Circuit Card Assemblies (CCAs) to General Dynamics Mission Systems (GDMS), 400 John Quincy Adams Road, Tauton, MA  02780, CAGE Code 67032, UEI JHY6AZA6H191. The period of performance of this contract will include one base year and two (2) option years. The Government does not possess the technical data package (TDP). The TDP is proprietary to the original manufacturer, GDMS. The Statutory Authority permitting Other than Full and Open Competition for this action is Title 10 United States Code (U.S.C.) §3204(a)(1) as implemented in the Revolutionary Federal Acquisition Regulation (RFO FAR) Overhaul (RFO) 6.103-1(c)(2): “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” RFO FAR 6.103-1(c)(2) provides: Supplies and services may be deemed as available from only one source under this authority under the following circumstances— (2) When awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in— (i) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (ii) Unacceptable delays in fulfilling the agency's requirements.” The 2022 North American Industrial Classification System (NAICS) code is 811210 – Electronic and Precision Equipment Repair and Maintenance, the size standard is $34 million, and the Product Service Code (PSC) is J010 – Maint/Repair/Rebuild of Equipment- Weapons. This will be Freight On Board (FOB) destination to Letterkenny Army Depot. This requirement will utilize Simplified Procedures in accordance with the RFO FAR 12.201-1(c)(2). Solicitation number W911N226QA034 will be released on or about 18 September 2026, with a closing date on or about 30 October 2026. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. A copy of the solicitation can be downloaded from https://sam.gov/ on or about 18 September 2026.
