The Naval Criminal Investigative Service Resident Agency in Djibouti is procuring four new 2026 Toyota Land Cruiser HZJ 76 4x4 SUVs through a firm fixed-price lease contract under solicitation N63285-26-Q-S092, with an option to extend for four additional one-year periods. The vehicles must be capable of operating in extreme conditions including rugged terrain, high temperatures, and poor roadways, and must meet specific technical requirements such as a 4.5L turbo diesel engine producing 195HP and 43.8KG of torque. All vehicles must be brand new and delivered on the first day of each lease period between 0700 and 1600 local time at the designated performance location in Djibouti. The base contract runs from September 8, 2026, to September 7, 2027, with option periods extending through September 7, 2031. The contract operates under a Lowest Price Technically Acceptable evaluation method, where offers must first pass strict technical acceptability and administrative compliance gates—including registration in SAM, provision of required entity information, and adherence to solicitation terms—before price is considered. The Government will jointly inspect and accept the vehicles at the destination, and the Contractor bears full responsibility for unscheduled repairs, roadside assistance within two hours, and providing replacement vehicles if any unit is out of service more than 24 hours, up to 30 calendar days. Monthly invoicing through Wide Area Workflow is mandatory, with payment tied to verified performance and submission of complete documentation including insurance records, property tax receipts, circulation booklets, and lease agreements. The Contractor must also supply all necessary maintenance, parts, and facilities, ensure compliance with local laws, and refrain from using prohibited materials like lead, asbestos, or PCBs. Contract modifications are exclusively authorized in writing by the Contracting Officer, and no partial awards or vendor-specific terms are permitted. The solicitation closed on July 15, 2026, following two amendments that extended the deadline and provided clarifications to vendors.
