Djibouti Vehicle Leases

The Naval Criminal Investigative Service Resident Agency in Djibouti is seeking to lease four 2026 model Toyota Land Cruiser HZJ 76 4x4 SUVs, or equivalent vehicles, under a firm fixed-price contract with a one-year base period and four one-year option periods, running through September 2031. The vehicles must be capable of operating in extreme conditions including rough terrain, high temperatures, and low-quality roads, and must meet specific technical specifications including a 4.5L turbo diesel engine with 195 horsepower and 43.8 kg torque. All vehicles must be new, delivered during Government working hours (0700 to 1600) on the first day of each lease period, and accompanied by required documentation including insurance policies, property tax receipts, circulation booklets, lease agreements, and roadside emergency instructions. The Contractor is responsible for unscheduled repairs, roadside assistance with a two-hour response time, and providing replacement vehicles within 24 hours if any unit is out of service for more than a day, up to a maximum of 30 calendar days. Routine maintenance is the responsibility of the U.S. Government per manufacturer guidelines, while the Contractor must ensure all vehicles are properly licensed, insured, and maintained to remain safe and reliable. The contract performance location is Djibouti, and the Government will conduct joint inspections at the destination prior to acceptance. Invoicing must be submitted monthly via Wide Area Workflow using specific DoDAACs, with payments tied to verified completion of services. The award will be made on a Lowest Price Technically Acceptable basis, with technical acceptability assessed against mandatory requirements for item numbers 0001 through 4001, and administrative compliance including SAM registration, UEI and CAGE codes, TIN, and representations regarding covered telecommunications equipment. No partial awards are permitted, and proposals that include vendor-specific terms or fail to submit complete information will be deemed non-responsive. The Government prohibits the use of lead, asbestos, or PCB-containing materials, requires compliance with local laws, and mandates that any Contractor-furnished items deemed inadequate be replaced at no cost. The solicitation requires electronic submission of quotes by July 10, 2026, to designated NCIS email points of contact, with no discussions anticipated prior to award.
