This is a Sources Sought Notice issued solely for information and planning purposes and does not constitute a solicitation. This notice is issued in accordance with FAR Part 10 for market research purposes only.
The Defense Logistics Agency (DLA) Energy, Aerospace Energy Directorate, is conducting market research to identify responsible small business sources capable of producing, processing, storing, and/or supplying various grades of Nitrogen Tetroxide (N204) in support of Department of War (DoW) aerospace and missile propulsion requirements. Specifically, this research focuses on the production and storage of bulk Propellant Dinitrogen Tetroxide (N204) in various grades (such as MON-3, MON-3 Ultra Low, MON-10, MON-15, and MON-25) to be delivered on an FOB Origin basis.
DLA Energy is specifically seeking information from small business concerns that currently possess, or have access to, an operational production plant, pilot plant, prototype plant, or scalable processing capability within the United States capable of manufacturing or supporting future production of aerospace-grade N204.
Responses to this notice will assist the Government in determining the availability of capable small business sources and may inform future acquisition strategies, including potential small business set-asides.
Product Description
The Government anticipates future requirements for various grades of Nitrogen Tetroxide (N204) in accordance with Propellant, Dinitrogen Tetroxide (N204) conforming to MIL-PRF-26539G w/Amendment 1 (dated April 19, 2017), including but not limited to:
- MON-3
- MON-3 Ultra Low
- MON-10
- MON-15
- MON-25
Material may require compliance with applicable military, aerospace, safety, transportation, purity, and quality assurance standards.
Capability Information Requested
Interested small business concerns are requested to provide the following information:
- Company name, address, UEI, and CAGE Code.
- Business size/status under NAICS 325120 or other applicable NAICS.
- Description of existing plant, pilot plant, prototype facility, or processing capability, including:
- Facility location(s)
- Current operational status
- Estimated production capacity
- Ability to scale production
- Existing environmental or safety permits
- Description of experience producing:
- Nitrogen Tetroxide (N204)
- MON oxidizers
- Aerospace propellants
- Related hazardous oxidizer chemicals
- Description of quality assurance systems and certifications.
- Ability to support:
- Packaging
- Bulk Storage
- Hazardous materials transportation
- Lot traceability
- Testing and certification capabilities in accordance with MIL-PRF-26539G w/Amendment 1 (dated April 19, 2017).
- Description of any prior Department of War (DoW), NASA, commercial aerospace, or propulsion-related contracts.
- Estimated lead times for prototype, pilot, or production quantities.
- Identification of any subcontracting or teaming arrangements anticipated.
- Capability to perform all required sampling and testing per the specifications. Please list any sampling/testing requirements that your company cannot perform. (If your product has been tested by a NASA, DoW facility, provide a copy of the test results and your Certificate of Analysis [COA]).
- Capability and willingness to allow government quality assurance inspectors access to your production and load-out facilities to conduct quality assurance assessments as needed.
- Statement of your ability to meet the needs of all DLA customers.
