The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. The selection process is based on the best proposal, evaluated across five key factors: technical response, implementation approach, supplier experience, subcontracting plans, and total cost analysis. Awardees must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability and $100,000 per employee for Employer's Liability. Proposals are due by November 20, 2026, and must include detailed financial documentation, such as audited statements for the last three fiscal years and a D&B Business Report. This Firm-Fixed Price task order, solicitation number ID02170004, was awarded to Enterprise Services LLC under GSA BPA ID02160005001 and GSA FSS contract GS-35F-146DA. Procured by the GSA Assisted Acquisition Services Division on behalf of the Defense Manpower Data Center, the contract provides middleware support for 628,700 ActivClient middleware seat licenses utilized by the U.S. Air Force. The period of performance runs from July 1, 2017, through June 30, 2018, with an estimated total cost of 842,458.00 dollars. The award was made via a limited-sources justification due to the proprietary nature of the middleware products. Because the data rights are owned by the manufacturer, HID Global, it was determined that only the manufacturer could provide the necessary support services for the existing fielded licenses. The procurement falls under NAICS code 518210 and was managed by the GSA FAS AAS Region 2 office located in New York.

Limited-sources justification (LSJ) award of a Task Order to Enterprise Services LLC, under GSA BPA ID02160005001, awarded under GSA FSS, contract No. GS-35F-146DA, on behalf of the Defense Manpower Data Center (DMDC) for the procurement of Middleware Support for ActivClient Middleware licenses. The order will be placed on a Firm-Fixed Price basis. DMDC requested that GSA's Assisted Acquisition Services (AAS) Division procure and award an order for Middleware Support Services for ActivClient Middleware. The support will be provided to the USAF, for its 628,700 seat licenses of ActivClient Middleware, for a period of one year from 7/1/17 through 6/30/18 per attached LSJ details. In summary, Middleware products are uniquely constructed and the data rights to the construction are owned by the manufacturer. Only the manufacturer of a particular middleware product is in a position to render support services for its particular product. In the case of this acquisition, the Government has already fielded 628,700 seat licenses of ActivClient, which have been in use successfully for many years, for which only support services provided by HID Global, the manufacturer of ActivClient, will suffice.
