DME INSTALLATION, DELIVERY AND RELATED SERVICES

The contract requires a Service-Disabled Veteran-Owned Small Business (SDVOSB) to provide comprehensive, full-lifecycle support for Government-owned durable medical equipment (DME) at the DC VAMC, including delivery, installation, assembly, pickup, repair, refurbishment, sanitization, storage, disassembly, patient training, and site assessments for veterans in their residences. The contractor must adhere to strict infection control protocols, including thorough cleaning and disinfection of equipment, proper labeling and tagging of all items with consecutively numbered permanent stickers for Government property, and segregation of clean and dirty equipment during transport using visibly marked vehicles. All equipment must be managed within a facility located no more than 30 miles from the Washington VAMC, and the contractor must maintain detailed records of serial and model numbers, repair histories, possession status, and decontamination documentation. Performance standards demand 100% compliance with delivery timelines, purchase order instructions, repair response times within 24 hours of notification, implementation of individualized patient care plans, and submission of weekly inventory reports via MS Excel by close of business each Friday. Incident reports, including malfunctions, injuries, deaths, or recalls, must be communicated within 24 hours to both the Contracting Officer’s Representative and the equipment manufacturer. The contract is a fixed-price indefinite-delivery/indefinite-quantity (IDIQ) with a base period from August 1, 2026, to July 31, 2027, and four optional one-year extension periods through July 31, 2031, with a total estimated value not to exceed $5.6 million across all periods. Pricing is structured on a per-trip (TRP) or per-hour (HR) basis across different geographic zones, with specified quantities for each service type in the base and option periods. Evaluation will follow FAR Part 12 commercial item procedures, with award based on a best-value trade-off considering Technical Capability, Past Performance, and Price, allowing the Government to select a non-lowest bidder if deemed most advantageous.
