The Air Force Nuclear Weapons Center Contracting Office, in collaboration with the 505th Command and Control Wing, is managing a Non-Personal Services acquisition for Infrastructure, Development, and Engineering (IDE) contract support for the 705th Combat Training Squadron at Kirtland Air Force Base, New Mexico. This contract involves comprehensive support including building and maintaining network infrastructure, developing and upgrading Distributed Mission Operations (DMO) systems, conducting engineering analyses, integrating communication links, prototyping simulation systems, and ensuring interoperability between simulators and networks. The scope also covers scenario and terrain database maintenance, management of the DMOC Battlespace, and all necessary support services, personnel, materials, and documentation to fulfill the requirements effectively. The current contract operates under a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) model with a ceiling around $98 million and performance ending in January 2017, with an anticipated follow-on contract to keep similar financial limits and possibly incorporate both Cost Plus Fixed Fee and Firm Fixed Price contract line items. To facilitate transparency and industry engagement, four Industry Days are scheduled to provide updates and allow detailed review of the Statement of Work, with the first occurring in March 2014 at the DMOC facility. These events are designed to give a mission overview, facility tours, and insight into the acquisition and source selection process, encouraging broad participation and feedback from potential contractors. Attendance requires security clearances and compliance with strict security protocols, including submission of JPAS entries and Military Critical Technical Data Agreements by prescribed deadlines. The follow-on Request for Proposal (RFP) release is planned for early 2015, with contract award estimated for mid-2016 and transition by early 2017, ensuring continuous support for the critical mission of the 705 CTS and DMOC activities.

4 Nov 14: Due to issues with FBO, we are establishing a new FBO posting for all future updates regarding this requirement. The new posting is available by searching Active Procurement Notices for "DMOC-IDE2017a". This is a notification that the Air Force Nuclear Weapons Center (AFNWC) Contracting Office and the 505th Command and Control Wing are conducting a Non-Personal Services acquisition for Infrastructure, Development, & Engineering contract support for the 705th Combat Training Squadron (CTS), Kirtland AFB, NM. The Contractor effort includes building and maintaining network infrastructure, developing and maintaining software & hardware solutions, and conducting Distributed Mission Operations (DMO) engineering activities for the 705 CTS and the Distributed Mission Operations Center (DMOC). The SOW supports various 705 CTS (or DMOC) activities including Operations and Maintenance (O&M) of system and network infrastructure; development of new DMO systems; upgrades to existing DMO systems; engineering analysis and feasibility studies in support of development efforts; implementing video/voice/data communication links between systems and facilities; prototyping simulation systems; establishment of interoperability between systems/simulators through multiple networks; maintaining scenario and terrain database generation systems; and implementation of interoperability standards. Effort also covers the management of the DMOC Battle Space at Kirtland AFB, NM, and all necessary management services, personnel, materials, components, supplies, maintenance, and documentation required to accomplish the tasks. The current contract is Cost Plus Fixed Fee IDIQ, with a ceiling value of approximately $98 million, and a period of performance that expires Jan 2017. The new contract type has not been decided upon; however, it is anticipated to have a similar ceiling value and both Cost Plus Fixed Fee and Firm Fixed Price CLINs added. To ensure a contract is in place by Jan 2017, the Request For Proposal (RFP) is anticipated to be released Feb/Mar 2015 following the fourth and final Industry Day. Contract award is anticipated Jun/July 2016 with an approximate transition period of Dec 2016 through Jan 2017. An Industry Day will be hosted at the DMOC facility on Kirtland AFB on 6 March 2014 from 0730hrs until 1400hrs (see schedule details below). This shall be the FIRST of FOUR Industry Days offered. Industry Days will be held to ensure a complete understanding of the magnitude of this requirement and SOW by all interested parties. Prior to each Industry Day, applicable portions of the SOW will be released via FBO for industry review and in-depth feedback on capturing the DMOC mission. It is highly encouraged that interested parties attend ALL FOUR Industry Days in order to actively and effectively participate in this acquisition. The first Industry Day is intended to provide an overarching DMOC mission brief to provide an overview of the requirement, a Battle Space tour, and a presentation from AFNWC Contracting on the Source Selection process. For the first Industry Day, a draft of the Infrastructure and Program Management (potentially FFP) portions of the SOW will be released via FBO for industry review no later than mid-Feb 2014. Comments, questions, and concerns are more than welcome. One-on-One meetings will not be scheduled for this first Industry Day as its intended purpose is to serve as an overview of the requirement and acquisition process. However, there will be One-on-One meetings at all future Industry Days. The 6 March 2014 Industry Day schedule is as follows: 0730-0800 - Check-In (no visitors permitted in the facility before 0730) 0800-0815 - Introductions and Admin 0815-0830 - Security Brief 0830-0915 - Contracting & Source Selection Process 0915-0930 - Break 0915-1000 - DMOC Mission Brief 1000-1130 - Battle Space Tours 1130-1145 - Closing All visitors will require a Secret Clearance to participate in the Battle Space tour.
