The Department of War, BES AFLCMC/GBK4M, intends to negotiate and award a firm-fixed-price contract on a sole source basis to Empower AI, INC., located at 11730 Plaza America Dr, Suite 400, Reston, VA 20190-4764.


The acquisition is for a 12-month contract for continued SSDA services, one 12-month option period, a 6-month option period, and a 6-month extension of services for the Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Business and Enterprise Systems (BES), Enterprise Logistics Systems Division (GB), Depot


Maintenance Workflow Product Line (GBM), to provide technical support for maintenance, sustainment and modification for the DMSI SSDA. This requirement provides for the software maintenance/enhancement support services needed to maintain and enhance SSDA. SSDA has been uniquely modified to be utilized by DMSI systems based on direction provided by the Program Management Office (PMO). These services include providing scheduled and unscheduled upgrades to SSDA, maintenance of all DMSI wide objects incorporated into SSDA to support the AFLCMC/GBM Depot Maintenance systems and the expert technical support for using SSDA. Throughout the period of performance, the Contractor will be required to modify the SSDA code for items such as role-based security to support changing cyber requirements,


increased error handling due to increased specificity required by users, updated audit logging for compliance with auditor findings, and surveillance and patching of the Appeon toolset. Without the surveillance, development, and maintenance to sustain / enhance the SSDA, the application developers will not be able to effectively sustain/enhance the DMSI systems. The contract type is a mix of Firm-Fixed Price (FFP) with Cost Reimbursement (CR).
