The Department of Defense, through the Air Force Life Cycle Management Center’s Business and Enterprise Systems division, intends to award a sole-source contract to Empower AI, INC. for continued technical support of the Spectrum System Development Architecture (SSDA), a critical system modified specifically for use by Depot Maintenance System Integration (DMSI) platforms under the direction of the Program Management Office. The base contract period is 12 months, with three optional periods totaling an additional 24 months—a 12-month option, followed by two 6-month extensions—potentially extending performance to 36 months. The work involves comprehensive software maintenance and enhancement services including scheduled and unscheduled upgrades to SSDA, sustainment of DMSI-wide objects integrated into the system, expert technical support for end users, and critical modifications to address evolving cybersecurity needs such as role-based access controls, enhanced error handling for user-specific workflows, and updated audit logging to meet compliance requirements. The contractor is also responsible for ongoing surveillance and patching of the Appeon toolset to ensure operational continuity and system integrity for DMSI application developers. The contract is structured as a hybrid of Firm-Fixed Price and Cost Reimbursement, reflecting the complexity and evolving nature of the technical requirements. Performance will be carried out primarily in Reston, Virginia, with the procuring office based at Wright-Patterson Air Force Base. While this action is initially announced as a sole-source intent with no competitive solicitation required, the government has opened the opportunity for responsible sources to submit capability statements by June 4, 2026, to inform its decision on whether to proceed competitively. All submissions must clearly demonstrate the ability to meet the detailed technical needs outlined in the synopsis, though no formal evaluation criteria, contract clauses, inspection protocols, or financial details have been provided. The procurement falls under NAICS code 541511 for custom computer programming services and is not subject to any small business set-asides. The contracting officer for inquiries is Antonio Ayubi, and submissions will not be compensated or create any obligation on the part of the government.
