DOC NCF IPI Homes for Iowa Facility Project Phase II Fencing

The Iowa Department of Administrative Services is soliciting bids for electrical, exterior improvements, and earthwork to construct a perimeter fence and sally port at the Newton Correctional Facility’s Iowa Prison Industries Homes For Iowa Facility Production Site in Newton, Iowa. Construction is scheduled to begin on September 14, 2026, and must be completed by November 30, 2026. Bids must be submitted electronically through the IMPACS Electronic Procurement System no later than 2:00 p.m. on Wednesday, July 29, 2026, and must include a bid security equal to five percent of the total bid amount in the form of a bid bond, cashier’s check, or certified check from a U.S.-chartered solvent bank. Late submissions will not be accepted. The bid opening will occur virtually via Microsoft Teams at 3:30 p.m. on the same day. The state reserves the right to reject any or all bids and to waive minor irregularities if it serves the best interest of Iowa. Bidders must comply with all state and federal affirmative action and equal employment opportunity requirements. The project is exempt from Iowa sales tax and is not subject to Davis Bacon wage requirements. Questions and requests for product substitutions must be submitted by 2:00 p.m. on July 21, 2026, and substitution requests will be considered under Section 01 2500 even if specifications do not explicitly allow for equivalents. An optional pre-bid meeting is scheduled for July 16, 2026, via Microsoft Teams to provide additional project context. All bidding documents, including drawings and the project manual dated July 2, 2026, are available through Beeline & Blue starting July 13, 2026.
