Mission Bay Ferry Landing Modular Float Procurement

The San Francisco Bay Area Water Emergency Transportation Authority (WETA) is seeking qualified firms to procure, fabricate, assemble, and deliver a Modular Float for the Mission Bay Ferry Landing, with completion and final acceptance required by July 27, 2027. The scope encompasses design, fabrication, and integration of the float with topside modifications, electric ferry charging equipment, and shoreside electrical infrastructure, strictly adhering to American Bureau of Shipping (ABS) standards, ASTM, ANSI, and NEMA specifications, as well as WETA’s Appendix B design details. All work must conform to approved drawings, undergo rigorous inspections including non-destructive testing, hydrostatic testing, and coating integrity checks using SSPC-SP10, NACE RP0188-99, and SSPC-PA2 standards, and meet dimensional tolerances of ±1/8 inch. Materials must be delivered and stored in original, unopened manufacturer packaging, protected from freezing and contamination, with ambient temperatures maintained above 45°F, and all coating containers and fabricated platforms must be permanently labeled with manufacturer information, dates, specifications, and weight details. Proposals are evaluated on a 100-point weighted scale, with Price Proposal carrying the most weight at 40 points, followed by Project Understanding and Approach (25 points), Proposer’s Qualifications and Experience (25 points), and Key Personnel Qualifications (10 points). Award will be made on a best-value trade-off basis, not necessarily to the lowest bidder. Contractors must submit electronic proposals via the Bonfire portal by August 18, 2026, with a 12-page limit on the main proposal and mandatory inclusion of required forms, resumes, and cost proposals. The contractor must maintain $10 million umbrella liability insurance, comply with Buy America requirements under 49 U.S.C. 5323(j), ensure at least 50% of ocean shipments are on U.S. flag vessels, and flow down DBE/SBE participation obligations to subcontractors.
