Document Destruction and Shredding

Virginia Housing is soliciting proposals under RFP #VH-09152026 for a qualified contractor to provide mobile on-site document shredding and recycling services across three locations: the Headquarters in Richmond, the Virginia Housing Center in Glen Allen, and Highwoods in Glen Allen. The selected provider must supply office-quality secure containers and consoles and perform shredding services every two weeks between 10:00 a.m. and 3:00 p.m. All destruction, including electronic storage media such as HDDs and SSDs, must be performed on-premises using a certified crosscut method, as no unshredded material may be removed from the locations. The contract is scheduled to commence on November 2, 2026, with a requirement for the contractor to provide service tickets, certificates of destruction for each visit, and an annual environmental contribution certification. Proposals must be submitted via the Virginia Housing ShareFile portal by October 15, 2026. Award selection is based on the best overall proposal, with price as a factor but not the sole determinant. Contractors must be bonded, insured, and compliant with NAID, VOSH, and OSHA standards, as well as the Virginia Public Records Act. Required insurance includes Commercial General Liability of 1 million dollars per occurrence, Professional Liability of 2 million dollars per occurrence, and Umbrella coverage of 2 million dollars per occurrence. All pricing must be all-inclusive, and the contract does not allow for automatic renewal. Invoices are payable within 30 days of receipt and must include the applicable contract and purchase order numbers.
