Hauling and Recycling of Passenger, Off Road and Semi Truck Tires

Yavapai County Public Works is soliciting bids for the hauling and recycling of passenger, off-road, and semi-truck tires from collection sites in Prescott and Camp Verde. The contract is a requirement-type agreement with an initial one-year term and the possibility of four one-year extensions. The selected contractor will be responsible for transporting and recycling an estimated 8,000 tires per month from Prescott and 6,000 tires per month from Camp Verde, with a requirement to remove tires within 10 days of notification once 1,500 tires have been collected. Failure to meet this window results in a 500 dollar penalty. Award will be granted to the lowest responsible and responsive bidder based on conformity to specifications, demonstrated performance, service delivery, and financial capability. Key contractual obligations include the submission of a 1,000 dollar statutory performance bond within 10 days of the award notice and compliance with Arizona State law A.R.S. 44-1304 for tire recycling and Federal Highway Administration 49CFR Part 382 for drug and alcohol rules. Payments are issued net 45 days via Electronic Funds Transfer, and the contractor must maintain financial records for six years. The agreement includes a 3 percent annual rate adjustment cap and requires adherence to Arizona State Executive Orders regarding non-discrimination and certifications against the boycott of Israel and the use of forced Uyghur labor. Bids must be submitted electronically through the OpenGov Procurement Portal by October 1, 2026.
