DEMOLITION OF THE CAMP HILL SQUARE APARTMENTS
Solicitation # 2027-RFP-033
Solicitation 2027-RFP-033 is a request for proposals issued by the Housing Opportunities Commission of Montgomery County (HOC) for the demolition of the Camp Hill Square Apartments in Gaithersburg, Maryland. The project scope involves the demolition of five apartment buildings containing 51 vacant units and a management office, including the removal of all above-grade structures, slabs, foundation walls, footers, and lead walks. While above-grade utilities must be removed, underground utilities are to be capped or abandoned in place, and all asphalt, curbs, and gutters are to remain. Additionally, the contractor is responsible for removing dumped materials from the neighboring Emory Grove Village parcel. The initial period of performance is four months from the Notice to Proceed, and the contractor is responsible for obtaining all necessary raze permits and adhering to the Montgomery County Approved Sediment Control Plan. Proposals must be submitted via the OpenGov Procurement Portal by November 13, 2026, at 12:00 pm. Evaluation is points-based, with 20% of the score weighted toward the schedule and 15% toward the price proposal. Award criteria emphasize safety, expedited completion, and quality assurance. Mandatory requirements include 100% payment and performance bonds, comprehensive insurance, and strict adherence to HOC Contractor and Subcontractor Background Screening Requirements. Compliance with the HOC Works Program, Davis-Bacon Wages, Maryland Prevailing Wage Laws, and HUD certifications regarding debarment and suspension is required. Payment terms include a 30-day processing window following approval, with a 5% retainage held until final acceptance by HOC.

The City of Davenport, Iowa is accepting bids from qualified vendors for the Downtown Lighting Power Source Project Phase II.   This is the second phase of modifications to the power provisions/controls for selected downtown streetlighting locations. Currently there are locations throughout downtown where individual/groups of light fixtures are controlled by adjoining buildings and are not served by the City’s electrical infrastructure. This project will switch the power source to the street lighting shown to be on the City’s electrical infrastructure. Besides electrical components, the work also includes excavation, concrete patching, and possibly brick patching. The contract will begin on or after July 1, 2024 and is renewable up to three years as funding allows.   Bids must be submitted through the City of Davenport e-bidding system (https://davenport.ionwave.net); no emails, faxes, paper copies or any other submission method will be accepted.  Within the system, each tab of the Invitation to Bid must be reviewed and responded to accordingly.
