Downtown Parking System Update

The City of Cranbrook, British Columbia, is soliciting proposals under solicitation number CRA2026-R-007 for the supply, installation, operation, and maintenance of a digitally enabled parking management solution for its downtown on-street parking program. The objective is to modernize infrastructure to optimize revenue collection and enforcement efficiency while improving the user experience for residents, businesses, and visitors. The required solution must feature an integrated parking platform supporting pay-by-plate technology and mobile payment functionality, and the successful proponent must provide an operationally sustainable recommendation regarding the use of mobile apps versus kiosk systems. Proposals must be submitted in English via BC Bid by November 25, 2026. To avoid exclusion, submissions must meet all mandatory criteria, including the provision of a signed Summary Form of Proposal, fee estimates, and a summary of similar projects with references. The City will award the contract to the proponent who meets all mandatory requirements and achieves the highest overall ranking based on weighted evaluation factors. Financial terms require proponents to provide hourly unit rates and a baseline estimate for the works, with payments made in Canadian funds plus 5% GST based on monthly invoices. The contract requires strict adherence to the Workers Compensation Act and Occupational Health and Safety Regulations, necessitating a Worksafe BC registration number and a Letter of Clearance. The City maintains the right to inspect services at all reasonable times and may terminate the agreement with 24 hours notice if safety violations occur. Additionally, the agreement is subject to the Canadian Free Trade Agreement and the New West Partnership Trade Agreement, and includes strict confidentiality clauses regarding City information.
