DPW Airfield Maintenance Tractor

The U.S. Army Regional Contracting Office – Wiesbaden is soliciting a Firm-Fixed-Price contract for a fully integrated Airfield Maintenance Tractor system to be delivered to USAG Wiesbaden, Mainz-Kastel Storage Bldg. 4004, 55252 Mainz-Kastel, Germany. The required equipment consists of a single agricultural tractor equipped with seven integrated attachments: an outrigger mowing system, flail mower head, brush and hedge cutter, hedge trimmer, blower for roadside debris removal, snow plough, and a three-way tipper. The tractor must be factory-assembled, new from the manufacturer’s current production line, and fully functional upon delivery with no structural or technical modifications needed to operate the attachments. The system must comply with German regulatory standards including StVZO road traffic regulations, Euro Stage V emission standards, noise emission limits, and all applicable DIN, UVV, and VDE requirements. The tractor must be powered by a diesel engine rated at a minimum of 175 kW with a torque output of at least 1,050 Nm and a total power boost of 240 hp, featuring a continuously variable transmission capable of at least 50 km/h and a hydraulic system with a minimum flow rate of 150 l/min and rear linkage lifting capacity of 10,000 kg. Physical constraints include a maximum total weight of 14,500 kg, overall length of 5,500 mm, and height of 3,100 mm. The contract requires delivery within 240 days after award, accompanied by two copies of operator manuals and repair/maintenance manuals in both German and English, a service booklet, and a CE declaration of conformity. Post-delivery, qualified personnel must provide technical instruction and demonstration in German to local maintenance and operating staff, and the first scheduled service per manufacturer guidelines must be included at no additional cost.
