San Francisco Public Works is soliciting proposals for as-needed professional design services for audio-visual, telecom, data, and security systems across a diverse range of City-owned facilities, including civic buildings, public safety stations, healthcare clinics, and infrastructure projects. The City intends to award up to four master agreements, each with a not-to-exceed value of $750,000 over a five-year term. Work will be assigned through individual Contract Service Orders, and the award of a master agreement does not guarantee a specific volume of work or revenue. Qualified proposers must meet strict minimum requirements, including at least five years of business experience and three completed government or commercial projects within the last five years for prime consultants. Lead personnel must hold a baccalaureate degree in a related field and possess five years of expertise. The solicitation mandates a 16% Local Business Enterprise subcontracting participation requirement, which must be met using certified Small and/or Micro-LBEs. Proposals are due by November 2, 2026, and will be evaluated based on minimum qualifications, a written proposal, and an optional oral interview. Awarded contractors must comply with the Prevailing Wage Ordinance, the Health Care Accountability Ordinance, and potential cybersecurity risk assessments.
