The U.S. Army Corps of Engineers is preparing for a significant construction contract involving the replacement of the locks at the Charleroi Locks and Dam on the Monongahela River in Pennsylvania. The project includes building twin lock chambers measuring 84 feet by 720 feet each, along with a lock operations control tower, new foot bridges, a precast concrete floating guard wall, and various lock components such as miter gates, bulkheads, valves, and operating equipment. Essential support work will involve furnishing temporary power, refurbishing an existing elevator, extending stilling basin stabilization downstream, and conducting dredging and underwater excavation both at the new lock site and in related river approaches. The construction will also encompass streambank stabilization upstream of the dam, building mooring cells downstream, and installing critical waterway signage. Demolition of existing lock walls will generate concrete rubble that will be repurposed to create underwater habitats for fish at multiple locations along the river. The overall project is valued between $250 million and $500 million and will be awarded through a Best Value Tradeoff procurement process, considering both technical and price proposals rather than lowest price alone. Draft plans and specifications are being made available on CD-ROM for industry review and comment before the formal Request for Proposal (RFP) is issued, expected around March 2004. Comments from potential contractors will be considered in finalizing project details, though responses to comments will not be provided. The contract scope also includes disposal of dredged materials at a government-designated site in Washington County, Pennsylvania. The project is managed by the Pittsburgh District of the Corps of Engineers, with further contracting opportunities accessible through specified Army acquisition websites.
