Proposals may be hand delivered or mailed to the above location and must be received at such time. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid. It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. The selected contractor must comply with M/WBE goals.  State University of New York goals are:    17% MBE and 13% WBE participation of the total contract value.   State University of New York also has a goal for the Work Force participation: EEO 10% WBE and EEO 10% MBE of total work force on the project. This will only take effect if the bid exceeds $100,000. If the bid comes in below the $100,000 threshold MWBE goals will not apply. The State University of New York reserves the right to reject any or all bids.
