Drinking Water State Revolving Fund - Environmental Planning Package

The City of Nevada City is seeking planning funds through the Drinking Water State Revolving Fund to address critical infrastructure needs within its water distribution system. A significant portion of the city's pipelines are between 100 and 140 years old, with approximately one third categorized as being in dire condition and requiring immediate rehabilitation or replacement. The objective of this forecasted project is to secure funding for consultants to develop an environmental planning package, which will include a full engineering report, consolidation and alternative analyses, detailed plans, specifications, cost estimates, and a climate change analysis. These deliverables are essential for the city to prepare and apply for a construction loan to maintain essential drinking water services. The current scope of work is limited to feasibility and planning studies, specifically the development of the environmental package, and does not include any construction or ground-disturbing activities. Under the California Environmental Quality Act, the project is classified under a statutory exemption for feasibility and planning studies. Administrative actions have already commenced, including the filing of a Notice of Exemption with the Nevada County Clerk and the Office of Planning and Research. The project is being managed by the City of Nevada City Engineering Department and is focused on ensuring the long-term viability of the community's water infrastructure.
