The Massachusetts Department of Energy Resources (DOER) has issued solicitation BD-27-1041-ENE01-ENE01-134514, titled the Municipal Decarbonization Planning Assistance Program. This grant program provides eligible municipalities with professional assistance to develop Municipal Decarbonization Roadmaps aligned with the Climate Leaders Municipal Decarbonization Commitment and Roadmap Guidance. The primary objective is to help municipalities establish greenhouse gas emissions baselines and create a strategic pathway to eliminate on-site fossil fuel use from municipal operations by 2050. The scope of work covers municipal buildings, applicable school facilities, and vehicle fleets, offering two levels of support: Task 1 for desktop analysis or Task 2 for comprehensive facility condition assessments, which include walk-throughs of buildings representing approximately 80 percent of the municipality's emissions. Applications are evaluated based on the municipality's progress toward meeting six Climate Leader Community requirements, regional geographic distribution, and the completeness of the submission. To apply, municipalities must submit a grant application, a certification signed by their Chief Executive Officer, and supporting documentation regarding energy committees and zero-emission policies. The program features a rolling application cycle with multiple deadlines spanning from February 2027 through August 2029. Successful applicants will be assigned a contractor selected by DOER to execute the planning process. The work is performed at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell in the United Kingdom. This agreement functions as a foundational understanding that allows the government to issue individual task orders for specific projects, with order values ranging from a minimum of 2,000 USD to a maximum of 10,000,000 USD per order. All task orders are priced and paid in British Pound Sterling (GBP) on a firm-fixed-price basis. The current term of the agreement extends through April 27, 2029. To qualify for the BOA, contractors must pass mandatory gates, including active SAM registration and valid licensing under the UK Construction Industry Scheme (CIS). Qualified contractors are placed into pools based on past performance, specifically requiring the completion of at least three separate construction contracts valued over 250,000 GBP each on an RAF base.
